Sujuan M. Williams Boutté, Ed.D.

Executive Director, Louisiana Office of Student Financial Assistance

Dr. Sujuan W. Boutté is Executive Director for the Louisiana Office of Student Financial Assistance (LOSFA), and an NCAN member since 2008. Throughout the years Sujuan and members of her team have worked with the NCAN family on many initiatives such as the: NCAN Benchmarking Project, Regional Meeting Concept, Reimagining Aid Design and Delivery Committee, NCAN Conference Planning and Presentations, FAFSA Challenge Grant, FAFSA Simplification, Student Advocates for Pell, and the NCAN Blog.

Dr. Boutté feels that her vision for LOSFA (a program of the Board of Regents) is closely aligned with the values of NCAN: to be a catalyst for equity of access by providing services to promote, prepare students for and provide college access. Sujuan leads a team of college access professionals committed to realizing that vision through innovation in service delivery and continuous improvement based upon feedback from staff, stakeholders, and customers, also known as the System Feedback Loop.

Sujuan uses her prior experience, which spans Elementary Education and Pre-Service Teacher Training, Postsecondary Training, Private Industry Training and Workforce Development, to support her team and promote the success of LOSFA Programs through ongoing strategic updates to stakeholders statewide. Examples of Sujuan’s leadership in action are her efforts towards developing the concept of the FLY Tour (Financial Literacy for You), the LOSFA 5 Point Match and Connect 2 Success. The FLY Tour is an interactive theatrical production written and performed by LOSFA Team Members. The production tours postsecondary sites which allows students and parents to combine a postsecondary institution tour with financial literacy lessons in a fun and engaging atmosphere. The LOSFA 5 Point Match is a comprehensive method for guiding students and families towards the postsecondary option that provides the best fit for them. Connect2Success is a partnership between LOSFA, Postsecondary Institutions and a Community Based Organization designed to provide experiential learning opportunities connected to career exploration, academic preparation and dual enrollment.

Before being named Executive Director of LOSFA, Sujuan’ s career journey included: 13 years as a classroom teacher; Education Instruction Specialist Trainer for IBM and NSU Pre-Service Education Majors; Director of Conferences and Customized Training for Northwestern State University; Assistant Secretary of Workforce Development for the Louisiana Department of Labor (now known as the Louisiana Workforce Commission); Chief Research and Planning Officer for the Louisiana Office of Student Financial Assistance; Workforce Planning Executive Consultant for the Louisiana Department of Environmental Quality and Deputy Executive Director of LOSFA.

Sujuan earned her Bachelor of Arts in Early Childhood Education, her Master’s Degree in School Administration, and Specialist’s and Doctorate Degrees in Education Technology and Leadership. She has earned numerous awards and recognition over the past 40 years in the field of training and development: Teacher of the Year, Outstanding Young Educator, Turner Broadcasting National Faculty Member, and IBM Education Specialist due to her demonstration of innovative instructional methods.
