The National College Attainment Network’s (NCAN) Federal Policy Action Center is designed to help members stay informed of relevant federal policy updates and take action to advocate for the programs and funding that matter most to our students and families. Budget Reconciliation

On July 4, 2025, the budget reconciliation bill was signed into law by President Trump. It protected the Pell Grant but included substantial cuts to programs that people from low-income backgrounds rely on.

Protecting the Pell Grant

The reconciliation bill included $10.5bn in FY26 to address the Pell shortfall & made no changes to the number of credits needed for max Pell. A workforce Pell program was also created starting in July 2026.
